二、投標人的資格要求Performance and Qualification Requirements：
投標人必須具備并滿(mǎn)足一下經(jīng)驗和要求：
Tenderers shall also have all of the following experience and requirements:
1)投標人必須具有主題環(huán)境工作經(jīng)驗，例如電視、劇院、博物館或主題樂(lè )園。
Tenderer must be experienced in themed environments, such as television, theater, museum or theme park work.
2)投標人必須具有深化概念設計并將其轉變成可實(shí)施的加工圖紙的經(jīng)驗。
Tenderer must be experienced in developing concept designs into buildable shop drawings.
3)投標人必須在制作原始場(chǎng)景元素、建筑外立面、標識和指示牌等方面具有經(jīng)驗，并能夠根據項目的特殊要求，利用所有的標準材料，包括玻璃鋼、玻璃纖維增強符合材料、泡沫塑料、金屬、鑄造聚合物、丙烯酸樹(shù)脂、砌石、混凝土、玻璃、石頭、由基登制成的板材、真空成型材料和木頭完成上述制作工作。
Tenderer must be experienced in producing original scenic elements,architectural facades, graphics, and signage utilizing all standard materials including FRP, GRC, foam plastics, metals, cast polymers, acrylics, masonry, concrete, glass, stone, Kydex, vacu-form, and wood,as required by the project’s specific needs.

Tenderer must have a fully climate conditioned, well lit, white light scenic production facility with equipment appropriate to the work required. This will include; CNC and other cutting machinery, paint booth and mixing rooms, and ventilated FRP work areas. Areas must be separately identified as wood working, welding, and foam work areas to prevent dust contamination to paints and finishes.

Tenderer must have a fully integrated in-house Project and Procurement Management team, experienced in themed environment experience, such as television, theater, museum or theme park work.

Tenderer must be currently utilizing industry contemporary design software systems, such as SolidWorks, Pro-E, 3D AutoCAD, 2D AutoCAD, Photoshop, Maya, 3D Max, UniGraphics 3D, Sketchup and Revit, and have the ability to translate between software packages, receiving and delivering drawings in Employer specified formats.

Tenderer’s in-house staff needs to include registered engineers, who have the ability to model stress plots, perform Stess Analysis.

A fully equipped metal working shop, with - plasma cutters, CNC and manual lathes & mills, brake presses, metal stampers, tube benders, vertical mills, drill presses, shapers, tube benders/rollers, manual sheet benders, MIG and TIG welding equipment, wirecut EDM machines, and grinding machines.

Tenderer must have a specific Document and Data Control system in place that allows for the identification, traceability, availability and maintenance of all schematics, wiring diagrams, assembly drawings, maintenance manuals, bills of material, drawings, specifications, acceptance test procedures needed for certification of their work.

Show set production team shall be experienced in themed environment production experience, such as television, theater, museum or theme park work, including figures, rockwork, dioramas, architectural detail and large scale sculptural elements.

The Scenic Artists must have experience in mixing and matching colors in water based acrylic latex paints. They must be certified to use fire retardant primer (Firetec), and be familiar with water based acrylic primers, color coats, clearcoats, as well as industrial/automotive type finishes. They must be adept at working with washes and glazes and able to execute refined spray fades. They must be familiar with painting on various flat and dimensional substrates including wood, FRP, metal and muslin.

Scenic Artists must have black light painting experience and be able to mix and match colors both in white and black light. They must be able to do precise masking so that there is no leakage or seepage of paint between color areas. They should be familiar with creating/ weeding/ using computer generated stencils and masks (i.e. Gerber type) for performing painted pattern work on the scenery and must be able to do crisp, clean line work with brush.

The Figure Finishing Artisan Painter must have experience in mixing and matching colors in water based acrylic latex paints, water based urethane paints, silicone paints, as well as industrial/automotive type finishes. Also, they must be familiar with water based acrylic primers, color coats, and clearcoats. They must be adept at painting with brushes, spray guns, and air brushes. They must be familiar with painting on various flat and dimensional substrates including wood, FRP, metal, Fabrics, Furs, Urethanes, and Silicone. They must be able to paint in a wide variety of styles, from precise character work, to very realistic.

12)招標人接受聯(lián)合體投標。兩個(gè)或兩個(gè)以上單位組成投標聯(lián)合體參與本次投標應符合下列要求：
Consortium or Joint Venture Tenderer is acceptable. Tenders submitted by a joint venture or a consortium of two or more firms as partners shall comply with the following requirements:
a)聯(lián)合體成員中對合同關(guān)鍵內容負責的一員應被指定為主辦方，在投標文件中應提交一份合法簽署的授權書(shū)以證明主辦方的地位；
One of the partners responsible for performing the critical part of the contract shall be designated as the leading party, this authorization shall be evidenced by submitting with the tender a legitimate power of attorney signed by legally authorized signatories;
b)聯(lián)合體主辦方應被授權代表所有聯(lián)合體成員承擔責任和接受指令，并且由聯(lián)合體主辦方負責整個(gè)合同的全面實(shí)施；
The leading party shall be authorized to undertake liabilities and receive instructions for and on behalf of any and all partners of the joint venture or consortium, and to lead the entire execution of the contract;
c)聯(lián)合體各方在合同執行過(guò)程中應按合同條款承擔各自獨立和相互連帶的責任；
All partners of the joint venture or consortium shall be liable jointly and severally for the execution of the contract in accordance with the contract terms;
d)聯(lián)合體各方訂立的“共同投標協(xié)議”應隨投標文件一起提交；
A copy of the agreement entered into by the joint venture or consortium partners shall be submitted with the tender;
e)投標文件應包含聯(lián)合體每個(gè)成員的信息；
The tender shall include the information for each joint venture or consortium partner;
f)聯(lián)合體每個(gè)成員必須根據其所承擔的合同內容滿(mǎn)足相應的投標人資格要求，以證明聯(lián)合體合格。未能滿(mǎn)足此項要求的聯(lián)合體投標將被拒絕；
In order for a joint venture or consortium to qualify, each of its partners or combination of partners must meet the minimum criteria listed for an individual Tenderer for the component of the contract they are designated to perform. Failure to comply with this requirement will result in rejection of the joint venture or consortium’s tender;
g)一家公司只能參加一個(gè)聯(lián)合體，不同聯(lián)合體的投標中包含相同的聯(lián)合體成員或者聯(lián)合體成員又單獨投標，所有相關(guān)投標均將被拒絕。
A firm can be a partner in only one joint venture or consortium; all tenders submitted by joint ventures or consortia including the same firm as partner or by a partner individually will be rejected.
